Core handbook not available in local environment
When I visit http://make.wordpressorg.dev/core/handbook, I get a WSOD where I expect to see either the handbook content or a 404 page. There aren't any indications in the PHP error log beyond the Call to undefined function make_site_get_network_sites()
that appears on first visit to "make".

Ah, no worries. I don't want to duplicate efforts without cause, especially if tracking is happening elsewhere.
I want to move all of TODO.md to issues someday, just haven't gotten around to it. Early on it was a lot more convenient to just store it in a text file, but now that things are more stable, it'd be nice to have them be more visible.
people are going to open issues anyway since that's the norm on github, so having todo.md is just going to make things more confusing.
Is it helpful for me to go through the TODOs and create a new issue then someone familiar with each issue can fill in the details, or wait to do each one individually?

I deleted TODO.md in 6460f27, and opened #65 with the issues we can import.
