Doesn't work when you have some sites turned off

It says in the docs that you can turn some sites off

This will provision all sites. Use false to skip provisioning of specific site.

But it doesn't work :-( the http://wp-meta.test/ home page works but nothing else does, even ones that are set to true

I can confirm that I've encountered this issue in the past, and seen others with this issue
