Minimum PHP Memory limit requirement
Neither on https://wordpress.org/about/requirements/ nor in the handbook we talk about the minimum PHP memory limit to run WordPress nor we give a recommendation. IMHO we as the hosting team should at least give a recommendation other hosts can rely on.

Which team should be responsible for this recommendation? The minimum requirements should be measured with a vanilla WordPress installation without additional plugins and themes?

I think that the recommendation is up to this team, but let's use WP's limits as the minimums?
I think we are not doing any recommendation, but explaining how to change the option if needed.
We should tell what are the actual default memory config for both of the options and then, explain that these are the numbers for an installation without a lot of calculations, and that you should change it if have problems, limited to the server and PHP limits.
