Editor: Unify Header component.

What?

We're in a middle of an effort to merge the post and site editors under the @wordpress/editor abstraction. As part of this, this PR unifies the Header component between both editors.

There are some small differences between the editors though:

• The site hub (or site icon) button is rendered differently between the editors. Obviously it does different things (in the site editor it leaves edit mode, in the post editor it goes back to the post list). Ultimately at least it would be good if it's rendered in the same way (maybe using the Slot for both or something).
• The site editor has a custom "save button" that is used when previewing inactive themes in the site editor. I've added a "customSaveButton" prop for now to address this but there might be a more consistent way.
• The post editor in trunk don't display the "document title" by default for posts and pages, it only displays it when navigating to sub entities, this PR just enables it everywhere like the site editor.
• The site editor has an experimental zoom-out mode button in the header, there's no reason to keep this button in the site editor only though, I'm attempting to show this button in the post editor too here but I'm considering hiding it temporarily as well.
• The site editor has a concept of "active view" which is used to display the style book or revisions, I think that concept is a bit weird and can be thought about a bit better. Maybe it's not an "active view", maybe we can unify with the "active postType/postId" concept of the editor package. (for instance set the global styles entity as active when opening the style book...). Anyway, this adds complexity because if the "default active view" is not active, the site editor hides some buttons from the header and displays an alternative "title" in the DocumentBar. For now, I didn't address this here which means that now in this PR, the site editor continues to display the regular header even if we switch the "active view". I'd like to gather more thoughts about how important these differences in the header are and see about finding a better way to handle this or an escape hatch for now.

Also the PR includes a lot of styles and classnames moved around, so let's make sure we test for any visual regressions in the header in the different modes.

Took this for a spin. Trunk:

Behavior-wise, this looks right to me. But I'm noticing a couple of unrelated regressions. The toolbar in the site editor is missing a bottom border:

This is easiest to see if you set a white background on your site:

There's also something about the panel headers that's acting up. The global styles panel header is now very short, and crops the focus style:

The regular inspector looks mostly like trunk, but just for reference:

That is, there's still a double border under the tabs, but since that bug is also present in trunk, it's not the work of this PR.

@jasmussen Would you be able to track the style issues we have in trunk in an issue so we don't forget about it. (Small Panel header, double border)?

I was not actually able to reproduce the tiny global styles panel header, not sure what came up there. But yes, I tracked these two issues:

@jasmussen for the global styles panel header, you need to be on a panel with a long scrollbar I think (like when opening the "blocks panel)

Ok I think I found a way to fix the mobile tests by not exposing the Header component in mobile.

The error seems similar to the one described here. We solved it by adding the mobile native version of the file to avoid importing the package cmdk.
