Theme export: which option is best?

The current theme export options are factual, but they don't help a user decide what's best for their use case.

Should I use a child theme? What's the advantage of a style variation?

How can we make these choices more informative, depending upon what the user wants to achieve?

The tools in the editor should be more clear about what "export" situation is best.

There is one option to "export the theme I have" and another to "export a clone of this theme with new metadata". The difference between the two options is unclear in the admin interface, but since that is depreciated and will soon be removed I'm going to close this issue.
