Theme exporting: offer a "not for release" option

Theme export fields like tags are mostly relevant when distributing the theme on the WP themes repo, less so when using the theme on a single site.

We could add a choice at the top of the export screen if the theme will be distributed, or not, and alter the theme export input choices accordingly.
