Tutorials imported via the REST API do not display on the front end

Recently this merged PR made it possible to import the Tutorial and Workshop content from the live environment when setting up the Learn codebase locally.

The content seems to be imported and can be viewed and edited from the local dashboard. However, the Tutorial content is not displayed on the front end.
