[Theme Handbook Overhaul] Chapter: Classic Themes
I've created this ticket as an update and outline for the work that needs to happen to get the Classic Themes chapter updated in the Theme Handbook. I'm temporarily stepping back from the #816 project to overhaul the handbook. However, @pattonwebz has shown interest in picking up some of the remaining work. Anyone is free to contribute.
There is a rough outline in the original Google Doc for the Classic Themes chapter., but it will likely need some fine tuning as work progresses. The current tasks are:

- [ ] #1358
- [ ] #1824
- [ ] Theme functionality
- [ ] Theme options / the Customizer
- [ ] Plugin API hooks
This will likely need more tickets and associated Google Doc files for each. But, as you can see from the list, some docs are already drafted or in progress.
Essentially, the idea should be to combine all of these existing chapters (and their sub-docs) into a single Classic Themes chapter:

Not everything necessarily needs to be rewritten from scratch (use what's already there as much as possible), but each doc needs to be audited and updated to match the overall feel of the latest revisions to the handbook. Links in particular need to be checked.
