WordPress Translation Handbook - Plugin/Theme Authors Guide - Dead links

There are dead links to external websites in the Internationalizing Your Project section or the WordPress Translation Handbook - Plugin/Theme Authors Guide page.

Issue Description

There are two dead links in the final paragraph of the section: "As a final resource, you may want to refer to the Is your plugin i18n ready? tool, and its Chrome Extension (wp-info.org i18n plugin check) to text the internationalization of your plugin."

The website https://wp-info.org/ sounds to be broken / hacked. The Chrome extension does not exist anymore.

We could perhaps attach this link to "is your plugin i18n ready?": https://www.sitepoint.com/wordpress-i18n-make-your-plugin-translation-ready/ , and then remove the second sentence. The end result should look something like this:

As a final resource, you may want to refer to the Is your plugin i18n ready? tool.
