Update Examples of plugin boilerplate

The examples used in the Boilerplate Starting Points are too old. There many new boilerplate. I think these should be listed and mentioned to help new plugin developers. For example here is one https://docs.wpemerge.com/

Essentially this integration will create the necessary files to interact with a block. As WordPress moves towards being completely block powered, this approach will hopefully become the standard when creating new plugins.

I agree though, the docs are a little dated on how to use Plugins. Especially with the advent of using JavaScript more and more in plugin development.
