On https://github.com/WordPress/Documentation-Issue-Tracker/issues/1431, it states that:

This article links to the defunct plugin (https://wordpress.org/plugins/qtranslate-x/) which has been closed and unavailable for download for over two years now.

https://developer.wordpress.org/advanced-administration/wordpress/multilingual/ does not have any referrence to the qtranslate anymore so this one can be closed..
