Deprecate `<permissions>` for `option.xml`

I am not aware of any users of this and this causes some questionable user experience, because options magically vanish depending on the admin's permissions. The options already contain security relevant settings (e.g. the developer tools), so attempting to protect options from another admin brings no real security benefit.
