Custom Items Vanilla Recipe Blocker feature is not working for Anvil repair recipes

What happened?

A Custom Item can still be used as a repair Material inside an Anvil, even if the Vanilla Recipe Blocker is turned on.

How can the bug be reproduced?

1. Configure an Item with the Item Creator, which can be used to repair Items in an Anvil (For Example, an Iron Ingot)
2. Turn on Vanilla Recipe Blocker for this Item
3. Try to repair an Item with the above created Item (For Example, an Iron Axe)

Expected Behaviour?

Vanilla Recipe Blocker setting should prevent an Item from being used as a repair Material inside an Anvil.

Paper-90 (MC: 1.20.1)
