wolframscript takes more than a minute to start

I'm using not too old Intel laptop with enough free RAM and CPU resources. Unlike many other interpreters, such as Python or Julia, it takes unusually long time for wolframscript executable to start up, more than a minute. Am I alone with this issue? Sorry for not finding a better place to report this issue, I could not find an issue tracker for the core Wolfram engine.
