Checkout the CygWin platform and backport some changes

Recently, I have found some place https://github.com/fd00/yacp/tree/master/libADLMIDI and https://github.com/fd00/yacp/tree/master/libOPNMIDI where are stored some things and patches. Let's try to support CygWin platform officially?

Doesn't cygwin have already all support that it needs? I look at the patch contents, it seems to be a nothing. (backporting the soversion and pkgconfig)

Cygwin case would work, but I never tested it myself, therefore is need to check out this case
