[Editor] Implement the "Smart placing" / "Autotile" system

The "Smart placing" drawing feature provides a transforming of the nearest blocks by special rules to the speed-up of the editing process. Provide an editor dialog to allow making custom smart placing schemes and rules. This feature was originally introduced in SMBX-38A.
