Drop support for Node v10 (and v12)?

Node 10 isn't getting security updates anymore (and hasn't for a while--it was dropped from the LTS graph):

(The latest version of Mocha, v10, dropped support for node 10, which caused GA's node 10 builds to fail).

Node 12 is now EOL as well, as of 2022-04-30.
