Initial netip implementation

[!WARNING] This is currently just a draft of a net/netip implementation. Currently only wglinux, wgtest and wguser are supported. I have now done changes for the other platforms, but they need proper testing.

@mdlayher Please, could you enable workflows for my PR, so it can run the full test suite.

Looks like the current issues with tests is in the upstream master branch. I have confirmed my branch passed tests when the Go version is updated to 1.23 (though potentially an older version will also work fine).
