Web site breaks when refreshed via F5 or Ctrl+R

Replicating the problem

I enter https://chess.wintrcat.uk Everything works normally. I press F5. The page reloads and this is how it looks like:

Then I can either close the page and reopen it; or I can press Ctrl+Shift+R to hard reload the page.
