Translation module

Added a translation module, easy to edit and to add languages.

English and French are now supported.

To do :

  • PGN, Captcha & generate report errors are missing (api.ts)
  • Privacy Policy translation needed

Also i don't think that you want to change package-lock.json with your pull request here...
