secure-seed issue: ender_eye not work

What behaviour is observed?

I installed Chunky and ChunkyBorder.
Preloaded all worlds and restarted the server.
After that, the ENDER_EYE (Eye of Ender) stopped functioning.
There are no plugins on the server.
The issue is that if in config/leaf-global.yml we have the parameter:
secure-seed.enabled: true, this causes it not to work.
But if I switch it back to secure-seed.enabled: false, the ENDER_EYE works properly.
Initially, when the worlds were created, the parameter was set to: secure-seed.enabled: true.
What is the expected behavior?

@Overwrite987 couldn’t reproduce it with my settings and everything else.
Maybe it’s just my own mistake, I don’t know. I can only reproduce it every wipe, but only after I pre-load all my worlds with a 20,000 radius using Chunky. On regular new worlds I was never able to reproduce it, which is very strange. The settings can be anything, I tested with all kinds, even the default ones. The only thing I found is secure-seed — after switching it to false, everything started working correctly, so I’m not sure.
Worlds were generated and created with the secure-seed option enabled as far as I remember. But the problem started after everything was loaded and the server was restarted.
