Can't /reload

Describe the bug Command /reload is not registered

Bug on latest Is the bug on the latest version of WindSpigot? YES

Expected behavior Add it or tell me how to enable it cuz it's really weird that this is not include in normal conf of server

DO not use the reload command or plugman to load/unload plugins at runtime. It is always best to restart your server OR run the reload command of a specific plugin if it is available.
