Comparison splits the view of files up incorrectsly

Comparing files does not work at all well for me a lot of the time. Where there is no obvious difference between two files Winmerge will split the view of the files up making it impossible for me to see what the real differences between them are.

I am using version 2.16.50.2, but this problem has existed for me for years.

It seems that most of the differences between the two attached files are caused by whitespace changes, and there are only about four actual content differences.

If you select the Whitespaces → Ignore All option (as shown in the attached image), WinMerge will ignore whitespace differences and show only meaningful changes.
