Neutral units can prevent Watch Towers from being captured

It happened with the civilian pod (at the left, near the wall), and I'm not sure if this can happen with other neutral units 

For intance, in the map Twin Lakes:  I'd expect to be not possible to use this ability, since there's no ground to land pods around.

Based on the idea of https://github.com/OpenHV/OpenHV/issues/823, maybe it should be more convenient if this mechanic is added. Maybe make it valid for all other deployable units, make it generic?

Bots build harbors they cannot deploy

AIs sometimes can get stuck spamming to build Harbors and cancelling it.
