Where an authority has a home page URL of the format `https://www.gov.uk/government/organisations/XXX`, set the disclosure log (if empty) to `https://www.gov.uk/search/transparency-and-freedom-of-information-releases?content_store_document_type=foi_release&organisations%5B%5D=XXX`.
