Add a page in the manual about packaging

Discuss CFLAGS (e.g. Arch has settings), bundling file detection with licenses, shipping the manual, and who is doing it (i.e. wonderful people, but not my focus).

Also instructions about running the full test suite (some are disabled if MIME data is absent), and which files need to be bundled (the same as the published crate).
