When loading bison-mode the above error is generated.
version of emacs: GNU Emacs 25.2.2 Tell me what else you need to help determine the error.

Could you do M-x toggle-debug-on-error and paste the traceback? There aren't any calls to c-toggle-comment-style in bison-mode.el.
