Encounter Search Map does not use commonConfiguration map configuration values and defaults to Kenya

Expected Behavior React-based Encounter Search map should load its center point and zoom level from commonConfiguration.properties values:

centerLat=-33.3827109 centerLong=115.2504794 mapZoom=4

Current Behavior Default zoom and GPS center point appear hardcoded to Kenya.
