Bump express and dependencies

Context

There are a couple of dependencies that need to be updated along with express. We'll be doing it all at once for serve-static, body-parser, send, and path-to-regexp

Requirements

• bump express from 4.19.2 to 4.21.0
• bump serve-static from 1.15.0 to 1.16.2
• bump body-parser from 1.20.2 to 1.20.3
• bump send from 0.18.0 to 0.19.0
• bump path-to-regexp from 0.1.7 to 0.1.10
