automatically update pom Wildbook version number with github release number

Feature description and context

With the resolution of the in-product version number (#458), we can now focus on getting the version number update automated.

Feature sign-off requirements

• When a github release is published, pom.xml updates <version>10.2.0</version> so the value is the most new release value

Technical notes

Validation of release values is not part of this effort
