Bulk import does not validate all imported fields

Expected Behavior When a user enters free text in a spreadsheet field with fixed options (such as entering anything other than male/female/unknown for sex or pre-determined life stage options), the field is flagged as an error that needs to be corrected.

Current Behavior When a user enters free text in a spreadsheet field with fixed options, the field is accepted and displays as entered on the Encounter page. This is most frequently seen when users don't enter an available Location ID for their Wildbook in the Encounter.locationID field. Encounter.submitterID is also not validated, resulting in bulk imports that have unassigned encounters.

In the image below, you can see that the user entered data in the life stage field of their spreadsheet that doesn't match one of the fixed options in the life stage drop-down menu beneath it.
