API support for bulk import

Supporting the new bulk import UI development (#1104), develop a new API that follows the patterns and architecture used for recent search APIs. Other design considerations:

  • potential integrations with other platforms (e.g. EarthRanger), including security considerations
  • consistency with data export formats (existing and forthcoming)
