Relative properties loading

This is based on the work done in #505 and addresses #504. A few additions:

• Allow initialization of the props base to other than catalina.home so code will run if not in Tomcat (e.g., unit testing).
• Add tests and allow injection of Shepherd for mocking
• Fix some dubious overwrite props for user methods
