Global Admin Manage Agency On Agency Dashboard

When a global admin clicks on Dashboards -> Agencies and then on an agency's name - it takes them to the agency dashboard (with compliance rate etc.).

On that page - /agency_charts/AgencyName - just to the right of the agency name should be a text link to 'Manage Agency'. Currently there is no link (see this screenshot - the agency name is WildAid, and there's nothing in between 'WildAid' on the left and the date filter on the right): Screen Shot 2020-10-02 at 1 04 03 PM

The link should take them to the same place as if they clicked on 'Agencies' in the top nav bar and then an agency name - which links to #/agencies/view_agency/OBJECT_ID (where OBJECT_ID is from the databases, something like 4e1234abcd1234abcd1234ab)

Hello @clockwerkz, thanks for offering to work on this! I have assigned it to you.

I realized I labeled this incorrectly as a "Good first issue" - because it involves the global administrator, you cannot use the sandbox - you'll have to build the foundation yourself. (well, if you want to test out your changes, that is, which is something we encourage.)
