Cannot deal with some special characters in page name

While attempting to download a wiki from Bulbapedia, dumpgenerator cannot successfully grab some of the pages.

These pages are mostly those with '?' in the name. URLs should be encoded properly to solve this issue, for example https://bulbapedia.bulbagarden.net/wiki/Special:Export/%3F loads the correct XML.
