dumpgenerator.py: incremental dumps

It could be quite useful to have an option to dump only pages and images modified after some date or after a previous dump was taken. This way it would be possible to reduce load onto a server and save some time on making dump and importing pages into a wiki.

This will be easier if we add the option to iterate over revision IDs for export from the web API, as opposed to iterating over title for export from Special:Export.

I too want this function. I regularly need to dump various wikias to stay on top of things. I think another good function to add would be to add the ability to download only missing pages when the dump was created.
