Add commands to allow towns to "claim multiple chunks in radius"

A major quality-of-life addition for larger towns would be the addition of 'AoE' commands. Basically, instead of being limited to tweaking a chunk one at a time people can do like /town farm 5 and all chunks in a 5-chunk radius will become a farm plot. Same with assigning a player to a chunk, they can instead add a chunk radius and they are added to the nearby chunks. This will make managing a large town much easier instead of having to tediously setup each chunk individually
