[Feature request] Add command /admintown war resetcooldown

As a server Admin, I wish I could use command /admintown war resetcooldown <cityName> So I could reset the war cooldown for given city.

This command would help a lot when testing any issues related to the War module on production server, where I cannot unload/load plugins.
