The part about <PackageCertificateThumbprint> in BUILDING.md seems outdated

Describe the bug I didn't find <PackageCertificateThumbprint> anywhere. Instead I had to double-click on MyDistro.appxmanifest in VS2019, go to Packaging, and select my certificate there.

Good, we need to delete this tag to avoid those conflicts.
