Add vJoy as an option for the Condition action

The Condition action currently only supports, keyboard, joystick, and current input as event sources for condition checking. Triggering on vJoy events should be added to this list. This is likely best done via the normal events DILL receives when the vJoy event changes so that no additional pathway needs to be added for vJoy change events. This means that the conditions won't translate to other machines due to GUID being different despite the vJoy ID being the same.
