Add option dialog to order and enable/disable actions

With more actions being added and a user folder being able to hold more actions, there needs to be a way to

• sort the order in which the actions appear in the dropdown
• enable and disable actions based on the user's preference

This will be a list in the options screen where the entries can be reordered and checked on/off.
