Test fails: set; with open_basedir already set

Installing on Centos 8 with PHP 8.2 or 8.3, the following test fails:

FAIL realpath_turbo: Option realpath_turbo.open_basedir (set; with open_basedir already set) [tests/021.phpt]

It works another machine with CentOS 9, not sure what is different though.
