[Bug]: Can't add .appref-ms file as pinned app to run

Description

Can't add .appref-ms file as pinned app to run as it is greyed out. Also can't choose it and run as an application in general, have to launch setup.exe and use it as launcher.

Steps to reproduce

trying to add app shortcut as pinned

Expected behaviour

the same as with .exe
