Missing scrollbars when open new link in background tab.

Missing scrollbars when opening a new link in a background tab. After reloading the page (F5), the scrollbars appear. I see that behavior in vBulletin forums (not limited only to those) with Chrome browser. Think the issue came with the latest updates (3.0 maybe?).

I haven't been able to reproduce this issue in any of my testing, but I'll keep an eye out for it.
