Scrollbar stays on the screen when editing rule that is missing scrollbar

If the user edits a website rule that is missing a scrollbar, the loading bar will always remain on the screen. This appears to be because the extension cannot load the settings preview.

If the scrollbar does not appear in the list, try selecting the default scrollbar first.
