Cheats Don't Show Up (Pokemon Sword)

I'm running the snapshot, I double checked the build ID of the file and the directory structure. Everything looks pretty good.

Cheats are formatted correctly as far as I can tell...

No matter what nothing shows up in the cheat menu.

i tried moving them to the specified location but it still doesnt work
