Auto Scaling

All the logic for scaling up a manager is already implemented and so is gateway logic so we just need a way to enable auto scaling, specify a duration to check and a threshold to scale on.

For example: Checking every 1 hour and only Scale if there's a 20% increase in shards as to not hit too many identifies.
