Cleanup root folder by creating defaults and tools folder

We have a lot of files in the root folder, we should clean it up so it is easier to find what you are looking for. Create folder "defaults" and add following files (but remove "SAMPLE-" from name):

• SAMPLE-analytics-rules.json
• SAMPLE-config.py
• SAMPLE-sitespeed-rules.json
• SAMPLE-software-rules.json

Create folder "tools" and add following files:

• update_software.py
• release.py
• filter_unknown_sources.py
• carbon_rating.py
