Steps to reproduce the behavior

1. Have some unlicensed file.
2. Run pre-coomit run reuse to get the warning

Expected behavior

use REUSE.toml. Run reuse convert-dep5 to convert.

Yeah, it's probably time to do this (we've migrated several times between reuse-tool 3 and 4 for performance reasons, that's why I kept using the old format which is compatible with reuse-tool 3).
