Enable preventing e-mails from registering

Describe the problem

Some accounts are having spam links in their profiles, others contribute with malevolent translations. Block is not enough.

Describe the solution you would like

Spam users should not only be deleted, which is currently possible, but also prevented from signing up again with the same address. We should hash the blacklisted addresses to keep this privacy-friendly.

This issue has been added to the backlog. It is not scheduled on the Weblate roadmap, but it eventually might be implemented.

We would rather not store plaintext e-mails for privacy reasons here, so hashed lower cased e-mail should be stored instead.

This will always be easy to circumvent, for example:

• Many providers allow adding +suffix to the address so that [email protected] and [email protected] are same.
• Google does ignore dot in the address so [email protected] is same as [email protected].
